Brian Smalley Honored for His Contributions
to Tehama County and the Community

Brian Smalley is an Engineer for the City of Red Bluff Fire Department and a member of the Shasta Cascade Hazardous Materials Response Team (SCHMRT). As such he has dedicated his life to providing his technical services to our community and region as a First Responder.

The Tehama County Mass Casualty Incident (MCI) Interagency Disaster Committee elected to utilize Public Health Bioterrorism funds to purchase the Tehama County Interagency MCI Mobile Unit affectionately known as the “MCI Trailer”. Brian has carried the burden of designing and fabricating this unit spending over 2000 hours of Red Bluff Fire Department and personal time to finish what was only a vision in 1999. This Tehama County asset was ready to roll in 13 months thanks to the fortitude of Brian.

As each new item was purchased or received Brian found a secure location within this unit even if he had to weld another rack. The MCI trailer is fully equipped and ready to roll on whatever emergency / disaster it is requested for. Thanks to Brian’s knowledge, commitment and design when requested this Tehama County asset is capable of meeting the needs of 50 victims be the cause from fire, flood, motor vehicle accident, and / or hazardous material spill whether manmade or natural.

The MCI trailer has been designed, fabricated, stocked and is ready to serve the needs of Tehama County and Region III residents. Training with the MCI trailer is a collaborative effort between Public Health and Red Bluff
Fire Department, Tehama County Fire Department and California Department of Forestry and Fire Prevention.

Brian Smalley took the dream of a MCI mobile unit from the Tehama County Mass Casualty Incident Interagency Disaster Committee and dedicated himself to make it a reality.

His contributions of time and talents also assisted multiple other agencies, counties and regions as the MCI trailer has been copied throughout the state of California. Because of Brian Tehama County and Region III is a safer place to reside. Thank you Brian for your hard work, fortitude and dedication to duty.
